The situation

A national government was pursuing a significant diplomatic objective that depended, in part, on how it was perceived across a continent where stakeholders doubted its commitment.

The problem

Perception problems are not solved by asserting the opposite. Telling people a country is engaged when they believe it is not simply confirms that someone is worried enough to say so. The evidence of engagement existed, across many separate initiatives, but it was fragmented and invisible as a whole.

The approach

An online communications campaign that presented the separate development initiatives as a coherent, aligned program rather than a scattering of unrelated activities. The point was not to make new claims but to let the existing body of work be seen as what it was: substantial and sustained.

Communications were tailored to the specific audiences whose perception mattered to the diplomatic objective, rather than broadcast generally.

The outcome

Stakeholders close to the effort assessed the communications as material to overcoming the perception that the country was uninterested in the region, in support of a successful bid for a non permanent seat on the UN Security Council.

The transferable lesson is that scattered good work often has a perception problem rather than a substance problem, and that the fix is coherence and visibility rather than louder claims.
